William Sklar: Real Estate Industry Leader and Trailblazer in Boyer Institute and Graduate Law Program

Bill Sklar has been a visitor to the University of Miami campus for each and every one of the last 41 years. Sklar arrived at UM’s School of Business in 1975, earning a B.B.A. magna cum laude in 1977. Then he enrolled at Miami Law earning his J.D. in 1980 and studied under his mentor, the legendary Distinguished Professor Ralph E. Boyer. Miami Law’s real estate program drew Sklar in, so much so that he co-founded the LL.M program in Real Property Development with Boyer; Sklar teaching every semester for the past thirty-six years.

“Miami Law was not only the first to provide a graduate-level program in real estate, finance, and development," Sklar says, "but it has evolved into the leading real estate graduate law program in the nation.”

Sklar, who teaches condominium and planned development law in the Robert Traurig-Greenberg Traurig LL.M. in Real Property Development, is the director of the Miami Law’s Ralph E. Boyer Institute on Condominium Law and will lead this year’s 41st Institute on Condominium and Cluster Development. The Institute is designed to update condominium and planned development law generally, and explore in detail particular topics of current interest.

In 1980, Sklar joined Miami Law as an adjunct professor and member of the faculty of the LL.M. program, teaching courses in condominium and planned development law. He also instructs a real estate drafting and litigation workshop.

“I have been blessed to teach hundreds of talented young lawyers who have sought to develop their skill sets to practice sophisticated and advanced real estate development and finance," Sklar says. "As the LL.M program has expanded to distance learning, we have now brought the talents of our nationally-acclaimed adjunct faculty to students around the world.”

As a leader in the industry, Sklar’s law practice areas include representation of developers and lenders in a broad range of planning, drafting and development of residential, commercial and complex mixed-use condominiums and planned developments. Additionally, he serves as regulatory counsel to developers and lenders about compliance with numerous federal, state and local statutes, regulations and ordinances, including the Interstate Land Sales Full Disclosure Act, Fair Housing Act, Florida Condominium and Homeowners Association Acts and numerous other laws and regulations affecting real estate development and transactions.

This week, Sklar will be at the helm of the Institute’s annual condominium conference at the Boca Raton Resort & Club on October 20 and 21.

“Miami Law’s Ralph E. Boyer Institute on Condominium Law has provided a forum for advanced leading edge discussion of topics affecting developers, lenders, associations, and others in this emerging area of law affecting over 50 million Americans and nearly 10 million Floridians," Sklar says. "We are proud of, not only our tradition but our role in advancing the discussion of new laws, regulations, and trends affecting so many of our citizens.”

The morning session will explore recent judicial, legislative, arbitration and administrative developments. This year's Luncheon Roundtable, “A Brave New World,” will present a discussion by the State of Florida’s leading real estate economists looking at condominium and multi-family housing markets, trends, and insights into the future.

Joining Sklar are real estate attorneys and representatives from the Bureaus of Compliance and Standards and Registration of the Division of Florida Condominiums, Timeshare and Mobile Homes, the regulatory agency responsible for more than two million condo units.

The program is accredited by the Florida Bar for Condominium & Planned Development Certification and awards CLE: 17.0 Florida Bar general credits pending approval, including 1.0 in ethics. Pending certifications include 17.0 in Business Litigation and Real Estate.
