Professor Gabriel’s Scheffler’s recent essay, “Revealing the Submerged Administrative State,” was jointly published by The Regulatory Review, a publication by the University of Pennsylvania Law School, as well as Professor Don Monyihan’s Substack (called “Can We Still Govern?”). The essay, co-authored with Daniel Walters from Texas A&M Law, discusses the hidden nature of the administrative state, which contributes to misperceptions of important government policies.

Scheffler works primarily in the areas of health law and policy, administrative law, and regulatory policy. Prior to joining the Miami Law faculty, he was a regulation fellow with the Penn Program on Regulation at the University of Pennsylvania, as well as a research fellow with the Solomon Center for Health Law and Policy at Yale Law School.

Previously, he served as a staff economist at the White House Council of Economic Advisers, where he worked on health care and labor market policy.
